Dr. Jill Sullivan is currently working as the Administrator and Veterinarian at Winnebago County Animal Services. She is originally from Burlington, Iowa and graduated from Iowa State University College of Veterinary Medicine. She worked in private practice before joining the shelter
Dr. Kent Castelein -Veterinarian
Doctor Kent Castelein graduated from University of Illinois School of Veterinary Medicine. He was been part of the Winnebago County Animal Services family since November 2010. Prior to joining our team, Dr Castelein was with Wisconsin Humane Society as their Manager and Veterinarian. He has also served with Milwaukee Area Domestic Control Animal Control Commission. Dr Castelein acts as the County Administrator for animal control under Illinois Complied State Statues. Performs spay and neuter surgeries for animals in our shelter. He oversees policies concerning the impounding of animal and the implementation of written standards for sanitation of the shelter.
Jennifer Stacy- Director
Jennifer Stacy has been with Winnebago County Animal Services since April 1999. She graduated from Iowa Sate University with a Bachelor of Science in Animal Science. Prior to assuming the role as Director, she was the Deputy Director, Animal Control Supervisor and an Animal Control Officer.
Dave Kaske - Deputy Director
Dave Kaske has been with Animal Services since July 2012. He graduated from Rock Valley College with an Associate’s Degree in Criminal Justice and National Louis University with a Bachelor’s Degree in Management Information Systems. Prior to assuming the role of Deputy Director, he served as Patrol Commander and Sergeant.
Teresa Lagerstam - Investigator
Teresa Lagerstam has been part of the WCAS team since Jul 2010. Teresa graduated from the Police Training institute. Prior work experiences include; Winnebago County Deputy Sheriff and Animal Control Officer. Teresa also served in the U.S. Army as a Communication Systems Operator.
Donna Apgar- Adoption Coordinator
Donna Apgar has been part of the WCAS team since May 2006. Prior to assuming the role as the WCAS Adoption Coordinator she was a volunteer with us since 1994. She has experience in Marketing Communication with a local manufacturing company and advertising agency. Her sole dedication to her role has contributed to thousands of animals finding happy homes.
